The Presidency stated Tuesday morning in the nonlegislative discussion that it would be our understanding that if the counsel were approved for inclusion in the Doctrine and Covenants—which makes it part of the church’s standard of authority—most of the resolutions pertaining to sexual orientation would not come before this World Conference. We do want to acknowledge that these resolutions were passed in mission centers without knowledge of the provisions of the counsel. However, Doctrine and Covenants 164 provides clear direction about how to address such issues, and it provides a way for them to be resolved. Therefore, it is our ruling that in order for the provisions of Doctrine and Covenants 164 to be implemented, the following resolutions will not come before this World Conference for consideration:

G-4 Legal Marriage and the Sacrament of Marriage
G-5 Policy on Priesthood
G-6 Equal Access to Church Sacraments
G-9 Resolution on Human Rights

G-13 Policy on Priesthood
G-14 Legal Marriage and the Sacrament of Marriage
G-16 Request to Authorize Ordinations
G-18 Blessing of Committed Relationships
G-21 Common Consent on Definition of Marriage
G-22 Common Consent on Officiating Same-sex Marriages
G-23 Common Consent for Not Ordaining Homosexuals
G-25 Same-gender Marriage and Commitment Ceremonies
G-26 Giftedness, Diversity, and Priesthood 
G-27 Policy on Priesthood

Four resolutions propose to refer to the First Presidency legislation about same-sex marriage and legislation concerned with homosexuality and ordination. The Presidency has ruled that the legislation pertaining to these matters will not come before the Conference. Consequently, motions to refer these matters are no longer necessary or in order:

G-20 Referring Matters of Marriage

G-3 Request for Periodically Updated Information — Approved as amended

G-10 Human Trafficking — Approved as amended

G-11 Abolition of Nuclear Weapons — Referred to World Church Peace and Justice Team

G-15 World Trade Day — Referred to World Church Peace and Justice Team

G-17 Abundance — Motion Carried

G-24 Structural Support for a Mission of Holistic Ministry — Motion to refer passed

G-28 Amendments to the Bylaws — Approved as amended
