[1102] April 12, 1972 Missions Abroad Education Fund

Whereas, The expansion of the church into missions abroad, the consequent need for developing nationals as leaders in the church, and the ever increasing need for persons from missions abroad to receive education at institutions other than those sponsored by the church make it urgent that we broaden the base of assistance to students in missions abroad; therefore, be it

Resolved, That this World Conference authorize the establishment of the Missions Abroad Education Fund for assisting persons in missions abroad in achieving an education on any level that is found to be appropriate under the circumstances of the students' respective countries, and which contributes to the achievement of the purpose of this resolution. Be it further

Resolved, That the First Presidency, president of the Council of Twelve, and the Presiding Bishopric appoint a Missions Abroad Education Fund Committee which shall receive applications from persons living in missions abroad who desire assistance to further their education, it being understood that such education should be pursued in the country of the student's residence except as specifically approved otherwise. The committee shall select those who should receive assistance on the basis of their need, ability to profit from the education which they propose, and the increased value which the education of these persons may bring to the church. Be it further

Resolved, That the committee may also recommend the terms of repayment of money borrowed from the Missions Abroad Education Fund, and in cases where the committee feels that the nature of the need and the benefit to the church make it advisable to give assistance in the form of a grant, it shall, with the concurrence of the minister in charge of the field in which the student lives, so recommend to the First Presidency and the Presiding Bishopric. Be it further

Resolved, That assistance from the Missions Abroad Education Fund shall be available for students who attend Graceland College and those who attend other institutions of education. 

[1109] April 13, 1972 Health Ministries Commission

Whereas, The ministry of the church in response to the teachings of the Lord Jesus Christ is directed toward physical as well as spiritual needs; and

Whereas, Opportunities for such ministry are becoming more widespread and are increasing in scope and complexity throughout the international church; and

Whereas, A growing number of professional people in health services are participating in church-related programs; and

Whereas, Health ministries have evangelistic and pastoral as well as physical values; and

Whereas, Health education in relation to the total stewardship of life can be encouraged at a higher level of awareness; and

Whereas, Coordination of health ministries should lead to greater efficiency and broadened opportunities for such services through program policies and procedures; therefore, be it

Resolved, That the Conference looks with favor upon the creation of a Health Ministries Commission under the direction of a commissioner who reports to the First Presidency and works in harmony with other general officers, field jurisdictions, and church-related institutions in the pursuit of objectives such as indicated in the preambles and others which may be defined as further investigation shows to be wise; be it further

Resolved, That the selection of personnel for the Health Ministries Commission be undertaken with due regard to the other pressing needs of the church for leadership personnel; and be it further

Resolved, That the Presiding Bishopric, in consultation with the First Presidency and other appropriate officers, be authorized and requested to explore possible sources of funding for the work of the Commission, with the understanding that any such arrangements will be incorporated into the regular accounting and budgetary procedures of the church.

[1114] April 15, 1972 Ministries to Primitive Cultures

The High Priests' Quorum recommends that the Conference not attempt to legislate on the subject matter of proposed resolutions A-2 and A-9, but rather let the principles of Doctrine and Covenants Section 150 and other relevant scripture (such as Doctrine and Covenants 17:7; 104:11 a-j, 12, 37; and 120:4) guide the responsible officers, quorum, and councils concerned. 

[1116] April 15, 1972 Opportunities for Women

Whereas, Restoration scriptures are replete with references to the equality of all in the eyes of God (D. and C. 1:6a, 38:4c, 17:4a,b, 119:8b; II Nephi 11:114-115; Genesis 1:29, 6:9 I.V, Galatians 3:27-29) and to the desirability of God's people reflecting that spirit of equality (D. and C. 38:5d; Mosiah 11:153, 13:54; James 2:1-9); and

Whereas, For its own sake and the sake of the world, the church has seen fit to declare in World Conference resolutions its belief in and support of the principle of the equality of all as basic to its Zionic philosophy (Resolutions 171, 963, 1032); and

Whereas, The present age is witnessing a worldwide struggle in which women are seeking the same equality that the church cherishes in scripture and resolution; therefore, be it

Resolved, That the church reaffirm its belief in the principle of equality as applying also to women; and be it further

Resolved, That all those in administrative positions within the church be encouraged to appoint, hire, and nominate more women for positions not scripturally requiring priesthood so that women, who constitute over half of the church membership, may be more adequately and equally represented in the administrative decision-making of the church.
