The tax laws of the United States are extremely complex. Much of this
complexity is because our lawmakers have chosen to use the tax laws to not
only generate revenues for the operation of the government but to encourage or
discourage certain economic and social activities. Among the social activities
they have chosen to encourage is philanthropy. As a result, it is often
beneficial to the taxpayer to include a gift to a charity as part of an
otherwise strictly economic transaction.
